The Commission to Inquire into Child Abuse has been told that the State did not face up to its failure to provide appropriate facilities for juvenile offenders up until the 1970s.
A senior official at the Department of Justice said it was now regretted that the State had not been more pro-active and had refused to assess youths being sent to Daingean reform school by the courts.
