Western diplomats in Washington say the major powers' proposal to resolve the Iran nuclear crisis leaves open the door to Tehran eventually resuming nuclear enrichment but this could take years to achieve.
Details of the proposal agreed by the US, China, Russia, Germany, France and Britain have not been officially released.
However, diplomats have told Reuters the final document also offers to provide Iran with a new facility to stockpile nuclear fuel, deletes an earlier reference in a draft to guaranteeing Iran's territorial integrity and proposes an informal regional security forum.
Yesterday, the US President, George W Bush, said he sees Iran's initial response to the proposal as a positive step.
Mr Bush said time would tell if the Iranians were serious.
Following talks in Tehran with the EU foreign policy chief, Javier Solana, Iran's chief negotiator Ali Larijani said the package had some positive points but also some ambiguities that should be removed.
Mr Solana said the talks were very useful and constructive.
