Lobbyist Frank Dunlop has told the Mahon Tribunal that he could depend on block voting by Fianna Fáil councillors to get rezonings passed.
Mr Dunlop said Fianna Fáil councillors would 'ok' a rezoning in a group meeting before the council vote and he would know in advance it would be passed.
But Mr Dunlop told the tribunal that the 'arithmetic changed' following the 1991 local elections when one third of sitting councillors lost their seats.
He said the 'automatic' support of Fianna Fáil was no longer enough and he had to approach other parties.
