President Mary McAleese has appointed the three members of the new Garda Ombudsman Commission.
It is to be chaired by Judge of the High Court, Mr Justice Kevin Haugh.
Its other two members are former Irish Times editor, Conor Brady and Carmel Foley who resigned earlier today as Director of Consumer Affairs.
The Minister for Justice has said the Commission will be up and running by the start of next year.
It will have powers to investigate complaints of serious wrongdoing by members of the garda and will have an annual budget of ¤10 million.
