The former Junior Minister, Ivor Callely, has apologised to the Minister for Finance, Brian Cowen, for dominating media coverage during Mr Cowen's Budget speech.
He is reported to have told Minister Cowen that he regretted any embarrassment he may have caused him, saying he was 'not in the right frame of mind' due to stress.
Mr Callely resigned as Junior Minister in the Department of Transport last month, following a number of controversies surrounding his personal staff and work done on his home.
