New research says the EU is not cutting greenhouse gas emissions fast enough to meet its obligations under the Kyoto Protocol.

The British study suggests that of the fifteen EU members, including Ireland, which signed up, only Britain and Sweden are likely to hit their target.

Under the Kyoto Protocol, the EU agreed to cut its emissions of greenhouse gases by 8% of levels recorded in 1990.
