The Moriarty Tribunal has begun hearing details relating to the passports for sale controversy in the 1980s.
Of key concern has been 15 naturalisations of foreign citizens which took place in the 1980s.
All persons are connected to Mahmoud Fustock who is related to the Royal family and involved in the blood stock industry.
The tribunal has noted a payment of £50,000 made in 1985 to an account with Guinness & Mahon bank in the name of Emien Security Ltd, which was controlled by Des Traynor.
10 of the 15 naturalisations were issued by Seán Doherty, the then Minister for Justice, several of them against the advice of senior civil servants.
Despite several changes of government throughout the period, no passports were issued by Fine Gael when the party was in power.
In one instance, that of Fatma Mubarak, a senior civil servant claims the certificate was approved by the former Taoiseach, Charles Haughey.
No lawyers for Mr Haughey were present at today's hearing.
