Leaders of the political groups in the European Parliament have agreed to launch an investigation into the possible existence of secret CIA prisons in Europe.

Yesterday, the EU Justice Commissioner, Franco Frattini, said there was no evidence to support the allegations but the 46-member Council of Europe concluded otherwise.

Officials in Strasbourg said the parliament would decide next month on the make-up of the investigating commission.

The chairman of the parliament's foreign affairs committee, Elmar Brok, said it would focus on the possible use of actual locations rather than the transfer of prisoners through airports.
