Dublin County Council received almost 11,000 representations supporting the rezoning of lands in West Dublin for the Liffey Valley Shopping Centre.
The Mahon Tribunal heard today that the council got a total of 226 individual representations before the 1991 development plan.
However, many appear to have been petitions and involved a total of 17,000 names, with only around one third opposed to the scheme.
The tribunal is investigating claims by lobbyist Frank Dunlop that 14 county councillors received bribes ranging from £750 to over £150,000 to support the rezoning.
Today during testimony from South Co Dublin officials it was revealed that public transport, third level education and a hospital were supposed to form part of any town centre development.
