The Minister for Foreign Affairs, Dermot Ahern, has said a report by Mr Justice Henry Barron into the 1976 murder of a Co Louth forestry worker raises serious questions.
Seamus Ludlow, 47, was killed by four loyalists near Dundalk.
During the second inquest into his death earlier this month, it emerged that gardaí had identified his killers but were prevented from pursuing them in Northern Ireland by Garda Headquarters.
The Ludlow family has said he was murdered by a gang which included members of the British security forces.
Mr Justice Barron delivered his report to the Taoiseach last October.
