The campaign group, Parents for Justice, has met with Tánaiste Mary Harney over the terms of reference for the Madden Inquiry into the retention and use by hospitals of deceased children's organs.
A spokesperson for the group described the meeting as 'difficult'.
The group is unhappy with the scope of the inquiry which has taken over from the Dunne Inquiry and must complete its work by late December.
Parents for Justice has initiated legal proceedings in the High Court seeking a declaration that the Government's approach on the issue is in breach of families' rights.
