The campaign group, Parents for Justice, is advising its members to boycott the new Madden inquiry into the retention and use of deceased children's organs by hospitals following post mortem examinations.
The group claims it was not properly consulted about the terms of reference for the inquiry, which was announced yesterday.
It has criticised what it says are limitations on the inquiry and the manner in which it was announced.
The Tánaiste and Minister for Health, Mary Harney, said the December deadline made it necessary to confine the work of the inquiry to cases involving deceased children under 12 years.
The inquiry will analyse over 3,500 documents as part of its examination into allegations that pituitary glands were removed from children at post mortem and sold to pharmaceutical companies.
