British Prime Minister Tony Blair has said any statement from the IRA on its future must be 'clear and bold' if it is to persuade unionists of the sincerity of republicans.
Taoiseach Bertie Ahern said a decisive statement must be followed by clear action.
The two leaders were speaking after an hour-long meeting in Downing St to review the working of the Good Friday Agreement.
Earlier today, Mr Blair said unionists could only be expected to return to power-sharing once they had been convinced that republicans had committed themselves to wholly democratic methods.
He also said he thought it would be very difficult to persuade unionism of the sincerity of any republican move, which is why that move had to be clear and bold.
