The US has threatened to withhold aid from the former Soviet republic of Uzbekistan unless its record on human rights improves.
The international community is continuing to press for an investigation into the killing of demonstrators last week in the eastern city of Andijan.
International human rights organisations estimate that up to 1,000 civilians may have died when the security forces opened fire on protestors.
Meanwhile, the Uzbek authorities have said 169 people were killed. President Islam Karimov has so far ruled out an inquiry into the shooting.
