The Minister for Health, Mary Harney, has been presented with the final report of the Dunne Inquiry into the retention of children's organs by Irish hospitals.
Chaired by barrister Anne Dunne, the non-statutory inquiry was initially due to report back within six months.
However, five years later many parents fear the final document will bring them no closer to the truth.
The inquiry has to date directly cost around €13m.
