The UN Committee on the Elimination of Racial Discrimination has called on the Government to consider issuing work permits to employees to help combat the exploitation of foreign workers.
It also recommends that racism be introduced in criminal law to allow for more severe punishment.
The committee has also expressed concern at the Government's refusal to recognise Travellers as an ethnic group.
And it has called for improved access for Travellers to education, employment and health.
A spokeswoman for the Department of Justice has said the Government would study the findings.
