The United Nations Secretary General, Kofi Annan, has said some countries are violating human rights in their fight against terrorism.
Addressing an international anti-terror summit in Madrid, Mr Annan set out a global strategy to fight terrorism which calls for preventive and deterrent measures without sacrificing human rights.
Delegates have been trying to find a universally accepted definition of terrorism.
The meeting coincides with the first anniversary of the train bombings in the Spanish capital in which 191 people were killed.
In an address last night, Mr Annan stressed the need for global co-operation to combat terrorism but has said it should take place within a strictly legal framework.
