The United Nations Secretary General, Kofi Annan, has launched disciplinary proceedings against the former head of the UN's Oil-for-Food programme in Iraq.
The scheme was meant to help the country buy vital food and medicine during the Saddam Hussein era, without breaching UN sanctions.
However, an independent inquiry has accused the man who ran it, Benon Sevan, of unethical conduct.
It found he had persuaded the Iraqis to channel oil through a particular company and they had agreed, believing they were buying influence.
