The Government has been urged to develop and implement a national strategy to respond to sexual violence and its impact.
The call was made by the group, One in Four, which offers support to men and women who have experienced sexual abuse.
In the organisation's annual report published today, it says up to 750,000 women and men have not sought support or reported their experiences of sexual violence.
Launching the report, director Colm O'Gorman said around 1.3 million Irish people are living with the legacy of sexual violence and abuse.
Mr O'Gorman said it is no longer enough to respond to individual scandals as they emerge. He said what is needed is a national strategy to deliver, develop and maintain services.
Among the findings of report are that 27% of Irish children experience sexual abuse before the age of 17, and 35% of Irish adults experience sexual violence at some point in their lifetime.
