A new report into the mistreatment of Iraqi detainees by US soldiers at Abu Ghraib prison has found no evidence of an official policy of abuse by senior officials.
The outside report, commissioned by Defence Secretary Donald Rumsfeld, examined the abuses at the prison between October and December 2003.
It stated that the abuses, which included naked, hooded detainees being photographed in sexually humiliating positions, represented deviant behaviour and a failure of military leadership and discipline.
Former Defence Secretary, James Schlesinger, headed the commission.
