The US President, George W Bush, has disputed the finding of a commission investigating the 11 September attacks that there was no link between the al-Qaeda terrorist group and Iraq.
Mr Bush said his administration had never claimed Iraq helped co-ordinate the attacks, only that it had had contacts with al-Qaeda.
The commission's report did recognise that such meetings had taken place, but it said there was no evidence that it led to any kind of working relationship between al-Qaeda and the Iraqis.
