The European Agriculture Commissioner, Franz Fischler, has said that the EU is ready to move on further reductions on export subsidies if the US and other countries agree to eliminate what he called their trade distorting export subsidisation.
Mr Fischler said the EU is taking the move in an effort to revive the world trade talks which broke down last year in Cancun in Mexico.
The commissioner is in Kerry for the two day meeting of the 25 agriculture ministers of the EU.
Mr Fischler said the EU now believes a breakthrough is possible on getting the negotiations on world trade resumed and he wants to kick-start the talks.
He said agriculture is the key to progress in the negotiations.
However, the commissioner said that while the EU is prepared to make cuts in all subsidies for exporters, he insisted that America, Australia and Canada must match the EU move.
Mr Fischler also wants to improve access to international markets for developing countries by giving them special treatment, though he said Europe is already the biggest importer of goods from these countries.
He also said that the EU wants a commitment that direct payments to farmers will be protected.
