The CIA director, George Tenet, has told the United States Commission investigating the 11 September attacks that US intelligence agencies had 'made mistakes' before the devastating strikes.
Mr Tenet became the head of the CIA in 1997 under the then US President, Bill Clinton, and kept the post under President George W Bush's administration.
Mr Tenet told the inquiry today that there was not enough co-operation between the various US intelligence services.
Mr Tenet said that although the intelligence community was working to fight al-Qaeda, it did not discover the specific nature of the 11 September plot.
