The development takes place as Mr Bush launched his first verbal attack on the likely Democratic Party candidate, Senator John Kerry.

Speaking in California, a day after the Massachusetts Senator's 'Super Tuesday' victories, President Bush accused his rival of waffling on issues such as national security and on the economy.

He also emphasised his own administration's role in the war against terror.

Meanwhile, Mr Kerry's main Democratic challenger Senator John Edwards formally announced the suspension of his campaign to seek the party's nomination to challenge Mr Bush.

He has given his backing to Senator Kerry.
