Professor Brennan, who chairs a key commission on health reform, said the Government's failure so far to appoint an interim board meant that the existing health boards could slow down change.

She was addressing the annual meeting of the Ecomomic Policy Conference in Kenmare in Co Kerry.

The department said this afternoon that the Minister for Health, Micheál Martin, expected to announce the details of the Health Services Executive board and the implementation group shortly.
