The Palestinian President, Yasser Arafat, has sworn in his new Prime Minister, Ahmed Qurei, and an eight-member emergency cabinet at a ceremony at his West Bank headquarters in Ramallah.

Mr Qurei said the new cabinet would try to end 'a state of chaos' in the Palestinian territories by pressing militant factions to halt attacks on Israelis.

Lebanese boy is killed by missile

Earlier, a boy died in Lebanon after a missile landed on his house. The attack came just hours after an Israeli soldier was killed in cross-border fire.

The boy is believed to have died from shrapnel injuries. The origin of the attack is unclear.

This follows the shooting dead of an Israeli soldier on the Lebanese border yesterday.

The Israeli military said it believed the shots came from Hizbollah guerrillas operating in Lebanon. The organisation has denied that its members were involved in the attack.
