The US ambassador in Liberia is preparing to meet rebel commanders in the capital, Monrovia, to try to persuade them to allow peacekeepers into areas of the city they control.
The rebels have said they will leave the city only when President Charles Taylor steps down and goes into exile.
Earlier, the United Nations special representative to Liberia, Jacques Paul Klein, has appealed for international personnel and funds to help rebuild the country after years of civil war.
Yesterday, West African peacekeeping troops arrived in the capital Monrovia.
On RTÉ's Morning Ireland programme, Mr Klein directed his appeal for personnel to the Irish Government, saying troops, medical staff and engineers were badly needed.
