The man, who is in his 30s, was arrested on O'Connell Street and is being questioned at Pearse Street Garda Station.
He is being detained under section 4 of the Crininal Justice Act and can be held for up to 12 hours.
The two tourists, A woman in her 60s and another in her 40s, were treated for facial injuries in a Dublin hospital following an attack last night in the south inner city.
The women, accompanied by their husbands, were returning to their hotel at about 11.00pm last night when they were set upon at Clare Street near Westland Row Station in what Gardaí described as an unprovoked attack.
