Last Thursday, Mr Ahern and Mr Blair cancelled plans to travel to the North because they felt the conditions were not right to facilitate a breakthrough in the peace process.

Tomorrow afternoon, before it breaks for the Easter recess, Mr Blair is due to address the house of Commons on Iraq and the North.

US special envoy, Richard Haass, is still in the North and has said he will stay as long as the two governments think he can play a positive role.

The decision on Hillsborough is expected to be made later this evening.

Leading Belfast Republican, Gerry Kelly, has claimed that negotiations designed to break the deadlock in the peace process are now at an end.

Mr Kelly has called on the British and Irish governments to publish their joint blueprint to break the current impasse immediately.

He said he did not know if the document would be released soon, but he added that there were no plans for any further talks involving the governments or the other parties and Sinn Fein.
