During talks in Russia with German Chancellor Gerhard Schroeder, Mr Putin said the two countries must do everything to preserve the stability of the system of international law, which is based on the supremacy of the UN.
Meanwhile, UN aid agencies have said the widespread public disorder in Iraq means it is simply not safe enough to send their workers to the area.
The agencies warned that the humanitarian situation is getting worse.
The UN has also accused the US and Britain of being unable to prevent anarchy and chaos in the wake of the military campaign in Iraq.
The organisation has specifically criticised American forces for failing to protect hospitals in Baghdad from gangs of looters.
It says it is virtually impossible for the few remaining international aid workers in the city to reach the hospitals.
The UN humanitarian co-ordinator for Iraq, Ramiro Lopes da Silva, said such neglect could be in breach of the Geneva Convention.
