Just over 12 months ago an outside advisory group confirmed that bullying and harassment were significant problems in the Defence Forces.
This afternoon the Minister for Defence, Michael Smith, said the report had not been allowed to gather dust.
The authorities are trying to change the old military complaint process to a people-friendly system - based on civil law.
Among the initiatives taken to stamp out harassment is a new 24-hour confidential helpline, which is available to everyone in the defence forces.
A network of 'contact persons' is being set up within units as an informal method of solving bullying and harassment issues.
Every soldier has been given booklets about their rights and how to process a formal complaint.
A third party can also speak on behalf of a person who wants to make a complaint.
Things like shouting into a person's face are no longer acceptable, and any unwanted sexual contacts, innuendoes or gestures are expressly forbidden.
