The Iraqi President also denied that Iraq possesses weapons of mass destruction.
Decision on Iraq to be taken by UN - Blair
The British Prime Minister, Tony Blair, has said that any decision on action against Iraq has to be taken by the United Nations.
Mr Blair was speaking after talks today with the French President, Jacques Chirac, in the northern French resort of Le Touquet.
The talks were aimed at increasing support for the US drive for military action.
Possible emergency summit on Iraq
The European Commission says Greece, which currently holds the EU presidency, has been sounding out other governments on convening an emergency summit on Iraq.
A spokesman for the Commission said a decision would be made only after the US Secretary of State, Colin Powell, had addressed the UN Security Council tomorrow.
In another development, the Arab League has brought forward its annual summit to late February or early March because of the Iraq crisis. The summit had been due to take place in late March.
Turkey poised to act
Turkey's ruling party was told today that the country cannot afford to stay out if war breaks out in neighbouring Iraq.
The leader of the ruling Justice and Development Party, Recep Tayyip Erdogan, gave the first official indication that he wants to allow US troops to base themselves there.
The Turkish press reported that the government was considering asking parliament to allow 30,000 US fighting troops to pass through Turkey on their way to northern Iraq in case of war.
