The union says a major target will be semi-state companies which have traditionally enjoyed a six-month pay pause under successive national agreements.
The union is expected to lodge claims for immediate increases in enterprises such as the ESB, where increases normally come into force from 1 July.
Last month delegates at the TEEU biennial conference in Galway passed an emergency motion to begin lodging claims immediately if talks on a successor to the Programme for Prosperity and Fairness broke down.
