Lawyers for the Flood Tribunal have been asked to clarify whether or not they are investigating allegations of corruption against any local authority officials.
Jackson Way's legal representatives said the Tribunal now appeared to be examining the propriety of advice given by officials.
Ian Finlay SC said other legal teams needed to know if this were the case, as it would affect their cross examination of witnesses.
The query arose from the questioning last Thursday and today of former planning officer Enda Conway.
John Gallagher SC, for the Tribunal, said they had made no allegations against any official, they were merely inquiring into every aspect of planning advice given for the Carrickmines area in the past two decades.
Mr Conway had been questioned about a change in the official advice for planning in the Carrickmines area in 1990 which suggested more industrial land was needed.
That contradicted previous reports from planners on Dublin County Council.
This morning he said he believed it had stemmed from an outside report carried out by the Eastern Regional Development Organisation.
