Reminded delegates of promises
The Afghan leader, Hamid Karzai, has made a strong appeal for international funds to reconstruct his country in the aftermath of the fall of its Taliban rulers.
Addressing the UN in New York, he said roads had to be built and a national army created to improve security.
Mr Karzai also reminded delegates that Afghanistan had been promised around $4.5bn in aid at a conference in Japan, which should now be paid.
Meanwhile, the Gulf-based television station Al Jazeera says it has received a statement from the Taliban leader.
Mullah Omar has not been seen since American-backed forces took control of the country.
The statement said the Taliban would not rest until US forces had been ousted.
