This is only the second time in over 200 years that the Congress has met outside Washington.
It was the first in a series of official events to mark the first anniversary of the 11 September attacks.
Members of the Senate and House of Representatives gathered at Federal Hall on Wall Street where the first Congress met in 1879, close to where the World Trade Centre towers once stood.
