The former President of the United States, Bill Clinton, has said the question America must answer is whether it wants to run the world in the 21st Century or lead it.

Speaking at a political fund raising event in Santa Ana near Los Angeles, Mr Clinton said there was a big difference between the two options.

Mr Clinton also urged President Bush to target Osama bin Laden before President Saddam Hussein.

He said the Iraqi leader did not kill 3,100 people on 11 September but Osama bin Laden did.

Mr Clinton warned that a US attack on Iraq could prompt President Saddam Hussein to use chemical or biological weapons against American interests because he would have nothing to lose.
