US President George W Bush is considering seeking a United Nations Security Council resolution that would set a deadline for weapons inspectors to return to Iraq.

It is understood that American officials are working on a formula that military action would be acceptable against Baghdad, if the deadline was not met.

A senior US Government official, speaking on condition of anonymity, said Mr Bush would discuss "some ideas about how to deal with this threat" with the British Prime Minister Tony Blair on Saturday, and by telephone with the leaders of China, Russia and France.

Yesterday, Mr Bush said he would consult Congress, and world leaders, on any decision to go to war with Iraq.

He also said he would call on world leaders next week at the United Nations to recognise that Iraq was developing weapons of mass destruction.

President Bush made the comments after calling Congressional leaders to the White House to discuss his policy on the issue.

In Britain, the two main opposition parties have called on the British Prime Minister, Tony Blair, to recall Parliament to debate the crisis over Iraq.

Liberal Democrat leader, Charles Kennedy, said he had written to the Speaker of the House of Commons asking for MPs to be given a chance to discuss the issue as soon as Mr Blair returns from his weekend meeting with President Bush.

The leader of the Conservative Party, Iain Duncan Smith, said he also wanted Mr Blair to consult MPs "at the very earliest opportunity".
