The International Whaling Commission has voted against a Japanese proposal that would have paved the way for the lifting of a ban on commercial whale hunts.

Japan needed three-quarters of the Commission to back its proposal in order for it to be passed. However, only 16 of 45 members supported it.

A moratorium on commercial whale hunts was imposed in 1986.
