President Bush has denied forcing the early departure of the Cuban leader, Fidel Castro, from the United Nations' Development Summit in the Mexican city of Monterrey. Cuban officials have claimed that Washington put pressure on the Mexican government to demand that Mr. Castro leave before Mr. Bush's arrival at the conference.

The Cuban president left Mexico unexpectedly and without explanation last Thursday. At a press conference in the city, Mr. Bush denied that any pressure had been put on anyone.
