Twelve New York firefighters have been arrested as hundreds clashed with police at Ground Zero. The 12 face charges of assault, resisting arrest and disorderly conduct. They were protesting against the scaling down of rescue work.

Many firefighters are still hoping to find colleagues' bodies in the rubble. According to the Uniformed Firefighters Association more than 265 firefighters are still lost in the rubble.

A blunt statement from the Association read that over 300 firefighters "gave their lives so 25,000 others could escape this catastrophe."

New York Mayor Rudy Giuliani said that while he sympathised with the firefighters "the kind of conduct displayed today is unacceptable". He added that "you go to jail" for punching New York City police officers.

The firefighters' recovery crew has been reduced from 100 to about 24. Officials say that the site is unsafe and risky recovery operations could lead to more deaths, they want a smaller, more controlled operation.

However, some firefighters believe that the decision was financially motivated. Overtime pay has cost the city millions of dollars since the terrorist attacks on the World Trade Centre on 11 September.

Nearly 4,000 of the Trade Centre victims are still listed as missing. Of the 542 bodies recovered from the ruins, only 490 have been identified.
