The builder Joe McGowan's lawyers have objected to questioning about aspects of a land deal he was involved in during the mid-1970s. Tribunal lawyers want to know why the purchase of lands at Monkstown in County Dublin was structured so that a proportion of the money went through an offshore bank account. Counsel for Mr McGowan and the auctioneer John Finnegan have argued that this is outside the Tribunal's terms of reference.

Mr Justice Flood rejected this. He accepted Tribunal lawyers' arguments that this line of questioning was related to the Tribunal's examination of monies paid to Ray Burke. Legal arguments are still continuing.
