The authorities in Cambodia have moved a step closer to putting the country's former Khmer Rouge leaders on trial. The Constitutional Council has approved legislation to set up a court staffed by foreign and local judges to conduct the trial.

King Norodom Sihanouk must approve the legislation before it enters the statute books. More than one and a half million people died from starvation, forced labour and execution during the Khmer Rouge Communist regime from 1975 to 1979. The head of the movement, Pol Pot, died in 1998.
