The Minister for Justice is to publish a report on the Arms Trial controversy tomorrow. The controversy over the events of 1970 was re-ignited by an RTÉ Prime Time programme last April, which presented new evidence that a vital witness statement by the former head of Military Intelligence, Colonel Michael Heffernan, had been tampered with. However, Des O'Malley, who was Minister of Justice at the time, insisted that Colonel Heffernan's statement had merely been edited to comply with the rules of evidence.
