Human rights investigators from the Organisation for Security and Co-operation in Europe have said the Russian offensive in Chechnya is no longer an internal matter for Moscow alone. An OSCE delegation was mobbed by a group of Chechen refugees while visiting a camp in the Russian republic of Ingushetia, which borders Chechnya. The refugees have been surviving in freezing conditions in the open with little food or water.
