The Chechen President, Aslan Maskhadov, has written to US President Bill Clinton, and other world leaders, asking them to intervene in what he describes as the "genocide" of his people. Russian warplanes and artillery have pounded the capital Grozny today, along with other towns and rebel bases. However, the Russian Prime Minister, Vladimir Putin, has said that Maskhadov's pleas will fall on deaf ears as long as he is seen to be shielding terrorists.
