The UN Committee on the Rights of the Child has highlighted the fact that there is no mechanism in this State to protect children's rights. The government has admitted to the committee that they could not raise the age of criminal responsibility to 12 because the because the social services would not be able to cope with the number of children under that age who need help.

However, this situation is due to change as Junior Minister with Responsibility for Children, Frank Fahey, plans to appoint a Children's Ombudsman. He hopes to have the necessary legislation ready before Christmas. Minister Fahey says the new Ombudsman will be the personal representative of the children of this country.
