Sinn Féin's Gerry Kelly has described a reported compromise on the establishment of an executive as 'a genetically modified form of the Hillsborough document.' Mr. Kelly was referring to reports that the Taoiseach and the British Prime Minster are set to propose a six-months transitional period for the formation of an executive.

The report claimed that the executive would assume full powers if paramilitary arms are handed over during that time. The two leaders will put their plan to First Minister David Trimble and Sinn Féin leader Gerry Adams when they meet in London on Thursday.
