European Union Foreign Ministers meeting in Germany said they had made progress towards sweeping reforms of EU finances. However they said they were still unsure whether they could meet their own deadline for an accord in 10 days time.
The German Foreign Minister Joschka Fischer said the deal on the reform of the EU's Common Agricultural Policy is a "decisive step" in the process to overhaul the EU's finances. The ministers also reviewed progress in the EU's trade negotiations with South Africa and its approach to human rights in China.
Yesterday the minister's talks were dominated by the situation in Kosovo. They called on the Serbs and the ethnic Albanians to make rapid progress towards agreement when they resume their peace talks in Paris tomorrow.
