Germany today called for the European Union to establish its own military committee as part of reforms designed to enable the bloc to organise armed intervention in hotspots such as Bosnia or Kosovo. The initiative came as Britain tabled well-received proposals for the creation in Brussels of a new committee of senior foreign ministry officials from the 15-member states with the aim of improving the effectiveness of the Union's common foreign and security policy.

In a separate development, there is speculation in Brussels tonight that a report on fraud within the EU Commission may lead to calls for the resignation of some members of Commission president Jacques Santeur's team.
